IOWA INTERIOR DESIGN EXAMINING BOARD

MINUTES

200 East Grand Avenue, Suite 350, Des Moines |Zoom

Monday, February 15, 2021 | 2:00 p.m.

 

Pursuant to Iowa Code 21.8, this meeting was conducted by electronic means due to the health and safety concerns stemming from the COVID-19 virus, which rendered an in-person meeting impossible or impractical.

Call to Order:

Call to Order by Wiles at 2:02 p.m.

A quorum was not present. Upon guidance by Barrett, the meeting began with the Legislative Update.

 

 

 

Legislative Update

Pederson and Schettler from IIDA provided an update on the Interior Design bill and the board went into lengthy discussion. The Board supports the bill.

 

Birk and Mosley joined the meeting at 2:09 p.m. during the legislative discussion. 

Quorum was established.

 

Birk rejoined after technical issues at 2:25 p.m. Pederson, Schettler, and Hingst left the meeting at 2:43 p.m.

 

SchraderBachar and Barrett provided an update on Senate Study Bill 1046. Barrett provided an update on a bills HF254, SSB1114, SF163, HF132, and HF46, which may impact the Interior Design Board.

 

Motion by Mosley to approve the open session minutes of December 8, 2020 as presented and allow Board Executive to sign on chair’s behalf.

Seconded by Reyhons.

Motion passed. 

 

Public Comment

None.

 

Administrative Reports

Assistant Attorney General: Barrett had nothing to report.

Board Administrator: SchraderBachar stated that she testified on January 8, 2021 at the ARRC regarding NOIA 5360C and will report details later in the agenda.

 

Licensing Specialist: Gleason reported from December 1, 2020 through January 31, 2020 there were one (1) newly registered interior designers and no reinstatements.

Board members had nothing to report.

 

Rules

Vote on 193G Amendments

SchraderBachar provided the comments received from the January 19, 2021 public hearing on NOIA 5360C as well as comments from the ARRC meeting. The Board reached consensus to remove the retired status.

 

Motion by Birk to adopt the Iowa Administrative Code Chapter 193G amendments.

Seconded by Mosley.

Motion passed. 

 

Set Meeting for 193 Vote

SchraderBachar to send out a poll to board members to schedule a meeting in March.

 

Conviction List

SchraderBachar noted that insurance fraud was excluded from the original list.

 

Motion by Reyhons to approve the updated criminal conviction list to include insurance fraud.

Seconded by Stavneak.

Upcoming Meetings & Last-Minute Comments

The next meeting will be May 17, 2021 via Zoom.

SchraderBachar noted the May meeting will be the yearly organizational meeting. May 1 begins new board terms. If a new public member is appointed, Barrett will present the board members training.

A meeting for the purpose of voting on 193 amendments will be held in March.
