Call to Order:
Call to Order by Moseley at 2:00 p.m.
Quorum established.
Introductions were made.
Complaints and Discipline was stricken from the agenda.
Wiles entered the meeting at 2:01 p.m.
Motion by Guhl to approve the minutes from February 13, 2023.
Second by Osiago.

Staff Reports
AAG Eason gave a brief introduction as the new Assistant Attorney General for the board.
SchraderBachar asked the board members to sign and return their per diems and travel claims. SchraderBacher asked the board to review the board roster and state talent bank to verify their information. A brief review of the board’s google drive and board member notebook were provided. SchraderBacher announced that in July 2024 the office will move to the Hoover building.
Reyhons entered the meeting at 2:13 p.m.
SchraderBacher attended a CDIQ meeting on April 17. CIDQ is transitioning to a new candidate database. New minimum thresholds to take the NICDQ exam begin in February 2024. On April 19, she attended an ARPL webinar, which covered trends in legislative action such as board composition and authority. ARPL will be conducing opinion research with business owners on the importance of licensure.
Conway reported that 35 licenses were up for renewal. Three were renewed and 32 are remaining.
Administrative Rules
Executive Order 10/Red Tape Review
SchraderBacher announced the due date for new rules has moved up to August 1. The Governor’s office has provided forms to facilitate the rule making process. Wiles, Reyhons, and Eason are on the Rules Committee.
SF 135 – Registered Interior Design Bill
SF 135, Registered Interior Designer Stamp and Seal Act, will go into effect July 1. Guhl lead a discussion on stamp design.
Communication for Registered Interior Changes
Guhl provided insight to how to make changes to the PLB website and communicate SF 135 to licensees.
Continuing Education
CE Audits of 2023 Renewals
The board directed SchraderBachar to audit all registrants who renew to active status during the 2023 renewal period.
Required Number of CE/HSW Hours Discussion
The board discussed possible changes to add more continuing education hours to future renewals. Iowa currently requires 10 CE hours, which is lower than other states. A transition plan was proposed to move the number of required hours from 10 to 12 to 14.
Interior Architecture Terminology Discussion
The board discussed Interior Architecture as terminology for degrees and professional titles. Architect cannot be used to refer to interior designers because Architect is protected term under Iowa Code §544A, the Architecture Practice Act.
Election of Board Officers
Motion by Reyhons to elect Moseley as Chair and Wiles as vice chair of the Interior Design Examination Board.
Seconded by Guhl.

SchaderBacher commented that CDIQ membership has been renewed.
